A Specification Control Drawing (SCD) is used to control the requirements of a part/assembly without specifying how the part is manufactured.
Sometimes a part falls between a purchased part and a manufactured part. An example would be a purchased part that the manufacturer will customize for your use. A SCD is used to control the requirements of the part without providing the manufacturing instructions.
